TheWoWDBLooks like Rezan has chosen Vol'jin to be the new Loa of Kings and Queens. This was a theory that has been going around ever since BFA, as Vol'jin's ghost has always glowed gold like Rezan, rather than blue like those who belonged to Bwonsamdi, and now it seems to have been right on the money.
EDIT: Looks like Vol'jin accepted the Winter Queen's offer of resurrection too. He's currently reviving inside a Wildseed in Tirna Vaal. You can see visit it inside the cave you first met Ysera's Wildseed at. When you first visit, Bwonsamdi is observing the seed and has this to say:
"Hmm, Rezan be smarter dan I thought! Maybe one day dere gonna be a new loa makin' deals with ol' Bwonsamdi, hm? Hehe~"
