To get the flight whistle for Nazjatar, go to the North East mid top of the map (sorry have coords turned off as Twitch is creating a bug) and pick up The High Life quest from Kelya Moonfall.
If you hover over ? quests in the area you will see this marked on the map.
This is followed by a simple questline looking for objects in nearby buildings in the close-by highborne estate, with final quest finding her dad and killing Shadowcaster Vixtris.
Run back to Kelya and she casts flightwhistle for the region on you as well as becoming a flight point herself.
Phew, really happy to be able to fly back to points!

Maybe this was changed in 8.3, but you need to complete this quest on both factions. And @addikit: on alts it's useful not to unlock flight paths in Nazjatar, especially once you have unlocked Flying, so that the Whistle always takes you back straight to Newhome/Mezzamere.
