If you abandon right there, you can accept it again, so it's definitely the right position. He's just not triggering the turn-in when you arrive.Edit: it's fixed! Abandon and redo the quest!

Unfortunately is broken once more in TWW pre-patch (11.0) and will not let you click on the Wildseeds after picking up the basket. Clicking seeds will give you the red text saying "Requires Releasing Anima".
Edit - They have resolved the issue!
To complete this quest you need to use animacones on 4 wildseeds.
First, get the basket next to the quest giver. Now to need to located and click to wildseeds:Wildseed #1 can be found at 63.47 41.60 coordinates.
To locate where Wildseed #2 is go to 62.17 40.09 coordinates, inside a tower.
Travel to 63.95 42.93 coordinates to locate Wildseed #3.
Finally, Wildseed #4 is at 65.59 43.25 spot.

What to do
Description
We infuse wildseeds with anima from the animacones we collect in the surrounding area. But the caretakers are missing, and we have wildseeds in need of an anima infusion. This is an absolute mess that must be corrected before the Winter Queen arrives! I've already gathered a basket of animacones. Can you use them to infuse a few of the wildseeds? I'll show you how it's done, but then I have to look for the missing caretakers.

Things are chaotic here in the Tranquil Pools. I'd be devastated if the Winter Queen saw this. This is meant to be a peaceful place where we give anima to wildseeds. But with the current drought, starving beasts have encroached on the pools and are trying to feed on the anima themselves.
