No thanks Blizzard I'd rather keep my 40 Foxflower that are worth 5000g then getting 450 Artifact power for it..
Reward is now 3 Foxflower Seeds.
I tried it. At Rank 1 Foxflower I made back 14 Foxflower and 10 Yseralline Seeds. So not worth it.
If "seed parties" become a thing, it could be worth it. Up to 10 players can gather a node, and Aethril Rank 3 spawns are multi-gatherable too.
Three of us went and tested this out. With all three of use planting and looting the seeds, we received over 200 Foxflower. So a profit of 80 herbs. Some of us were luckier than others of course, but I imagine if you get a full group of 10 guildies together it would be totally worth it.
I WOULD NOT recommend doing this solo.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

“Gathered by players with the Herbalism skill. Can be bought and sold on the auction house.”
Creature, object and item facts from the current retail client; “also asked for by” lists other quests whose objectives name the same target. Prices are the US commodity auction house’s lowest listed price.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
