The optional portal to Karazhan is located inside Legion's version of [zone=7502], Chamber of the Guardian building.
You can use your Class Hall Portal to Dalaran or your [item=140192] to reach Legion's version of Dalaran.
You can enter the Chamber of the Guardian which is located pretty much in the middle of Dalaran through one of four entrances centrally located around the outside of the building.
Then walk right to the middle of the room and step on the portal located on the floor, then walk down the ramp through The Portrait Room and all the way to the back room which contains several portals.
On entering the portals room, the Karazhan portal is on the right hand side.
Then, don't be like me and enter the instanced version of Karazhan, check out your quest log and maps to show where the quest starts and you can then fly to them.

1. Daio the Decrepit
• Accept the quest, Daio the Decrepit, from [npc=102700] at coords 58.1, 43.3 (Hall of the Guardian).
• Travel south to 57.2, 89.8, and click on the [object=251123].
• Travel to the center of [zone=7502], and step on the transporter at 49.1, 47.8.
• Go southwest, down the corridor and steps to 33, 73.
• Click the [object=246009].
• Proceed southeast, to the Blasted Lands, to coords 32.6, 45.2.
• Speak with [npc=107716].
• Defeat the waves of [npc=107740], [npc=107799], and [npc=107800].
• Frost Nova and move out of the way of the [npc=107799] if it begins casting [spell=204082].
• Move out of the [spell=202277] AoE if cast on you, by the [npc=107800].
• Use your Teleport: Hall of the Guardian ability to transport back to your Order Hall.
• Head north, up the stairs to 58, 42.
• Turn in the quest to [npc=102700].

Description
That text lists someone named Daio as being instrumental to the demonic ritual. They can't possibly mean Daio the Decrepit! I never knew he was Kirin Tor. I only know him as an elderly warlock who trains young recruits in the infernal arts. This would certainly explain his change of occupation. He most likely holds key information for this to work. Though retired, I believe he is still out in the Tainted Scar in the Blasted Lands. You should seek him out.
