There is a Faerie Drake nearby (south-ish of the quest giver, next to the Elder Scaleguard up the hill toward the FP) with a speech bubble over its head. If you click on it, it will give you the option '(Accessibility) Help me fly'. If you choose this option your character will jump on its back and it will fly you around, collect the items for you, and put you down to the NPC where the quest is handed in. I have submitted a screenshot of the drake (pending approval) but note that it does cycle through various colour changes.
Manually do a quest or click the drake and let it solve it slower for you. Sounds like a water break to me.

What to do
Description
Already Fyrakk damages the fabric of the Dream. I can feel it burning, as if flames were consuming my scales. And I know that simmering agony is only a fraction of what my son felt when Fyrakk tormented him. But we have a potent weapon against this fire. Our faerie drakes and dragons consume what does not belong here. They are excellent allies, if a bit difficult to manage. Now they need our help. Use this. Clear the skies of encroaching flame.
