I was able to click the stone and start the dialogue. The stone construct came up and I was able to complete the quest. All that worked normally in that sense, but there weren't any ghostly figures like there were with the previous stones, nor was there a cutscene. Is that a bug or intended?

Some of the spirits on the battlefield are too weary to go on. These were brave Kul Tirans. They have more than earned their rest but their sense of duty holds them here. Order the most weary spirits off the field of battle. Hopefully they will be convinced to rest.
Taken from the storyline's own step order.
Our time here was well spent. The guards in Arom's Stand can handle what few Drust forces remain and I suspect the Drust leader and his magic might have some greater part to play here. However we must continue on the mission to Falconhurst. The path on the far side of these ruins will take us there.

Gol Osigr has 5 steps, from Through the Old Roads to To Falconhurst!.
Maps its steps are placed on (steps per map): Drustvar (5).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
