In order to make this quest available, you must, at a minimum, choose your first artifact weapon, complete the quest to access your Legion Order Hall, then choose Stormheim on your Legion Order table to access the storyline there. Nathanos will now be in the Violet Citadel, to the left of Khadgar and his mages. Accept the quest from Nathanos,"A Warchief Beckons," then take the portal to Orgrimmar. The portal will actually transport you to the ship in Bladefist Bay (Durotar 61,8) to complete the quest. Lady Sylvanas will offer "Making The Rounds." Now you're on track!
