The best location I found to do both quests at once is starting at 53 x 28. Check outside the buildings here and also inside/down in the cellar. Working your way down the road heading South / West and doing the same when approaching buildings along the road. Screenshot included for 53 x 28 cords.FYI: If you do the suggested quest when doing this one y will be looting 220 proof ale kegs and drinking it for Fight Like a Wildhammer. so I would suggest looting the FOOD first before becoming smashed and can't see straight from looting the kegs.

The food stops showing once you've collected 10 even though the quest says you need another 5 you can turn it in and get the reward.
Confirmed. I just completed this quest with only 10 and the quest log even showed 10/15. Talked to the npc who gave the quest and completed it. Must be an error on Blizzard's part.

What to do
Description
Supplies are short, {name}. We've got refugees coming into Thundermar from up and down the ridge - that's a lot of mouths to feed. Plenty of food stores were left behind as people pulled their families to safety. We need that food! Scour the Thundermar ruins south, east, and southwest of here for food stores. Careful, {class}! The fighting around the ruins is pretty intense.
