This quest is not given by an NPC. It is an item you have to pick up from the ground located at /way 35.73 79.19 Voidstorm
This is a drop from the mobs that you have to kill for the prior quests right there.
Just a note: My quest log was full when it dropped from a NPC. I was also not able to find the item on the ground (at 35.7, 79.2). There is an item in your bag that will give you the quest if your quest log is full. :)
