I just tried to pick up this quest for the transmog on my 106 rogue, and it isn't available. I found Drizle chained to the post, but he offers no quests and can't be interacted with. So either this quest is part of a longer chain or has been removed, idk which.
Edit: The questchain actually starts at 64.1 10.3, with the NPC Ferli, who offers the quest, "Stupid Drizle!".

Sniff... I'm sorry! I didn't mean to get caught! They grabbed me and put this chain on me and left me here! I can't move and my leg fell asleep and I'm hungry! The chief has the key... Chieftain Bloodmaw, the other ones said. He's in the north end of the camp. But hurry! Please! Don't leave me alone here!
