To turn in this quest and 'Overwhelming Distraction', you have to run through the courtyard to the steps on the far side of the area. Then run up the steps past a huge amount of mobs and get to the NPC inside a big purple bubble at the far end of the path. I was doing the World Quest 'The Battle Rages On' and had the extra action button that was suppoesd to do the big aoe. It would fade in and out, depending on where I was in Moonfall Overlook and didn't work on all the mobs there. Just fair warning: get some Stonehide Leather Barding run like crazy. I died in the purple bubble, luckily and when I rezzed I was right up on top about 25 feet away from the NPC.
Luckily the last quest you pick up will teleport you out. However, there is a teleporter quest behind the bubble to pick up and turn in all in one. Do that before you get teleported out.
[npc=102575] located at 28.8 12.8 point. To turn in the quest, you have to meet Syrana at 30.0 10.4 point, stairs leading up are left from place where Thalerian is from 28.5 14.2 point.

Such magic was meant to protect the Moon Guard- used for any other purpose and it becomes unspeakably destructive. Retrieve the Keystone. Slay Conjurer Thalerian to get it, if you must.
