As the Tauren are nearly deaf, you need to blow the horn directly into their ears in order to let them know they need to evacuate.
If you get to this quest, but the village is already in its destroyed phase, make sure that you have turned in your allied race starter quest that sends you to Orgrimmar and gives you the tabard. I tried all kinds of things like relogging and leaving the zone, but that was the only thing that worked.

What to do
Description
Here, I'm too slow to get these laggards to safety. Take my horn and sound the evacuation. We need to get the people out of here before the drogbar arrive. The warbraves can take it from there. For now just send them over to Spiritwalker Ebonhorn. That fool can watch over them until it is safe.
