TheWoWDBIn the Inscription Unlearned tab, the sources listed for all the Mass Millings are "Discovery: Milling", except for Mass Mill Fjarnskaggl, which lists "Quest: Fjarnsk".
However, Fjarnskaggl mass milling is discovered via milling, exactly the same as all the others.

Okay, seriously confused now.
Had this quest show up on the main map in Aszuna. Went to the spot that showed up with exclamation on my main map (did not show up on minimap at all and there was nothing showing inworld either) and milled 100 fjarnskaggle as instructed below. Absolutely nothing. Exclamation is still on my main map with the quest listed. No mass mill quest dropped at all.Just went back to Dalaran to make sure there is no quest showing there. None. I am going to assume this is yet another bug in a seriously confusing and buggy expansion.
Here is how it works:
- Take some Fjarnskaggl herb with you
~50-100 just in case you are unlucky
Usually you will get a quest item after 20-30 herbs.- Changed, no need to fly anywere
Fly to the location where you see the quest mark- Use [spell=169106]
- After 5-100 herbs you will get a quest item
- Bring this item back to the [npc=92195] in Dalaran
