Seems this has been changed, I was able to do Halls of Valor: The Brewmaster followed by Halls of Valor: Odyn's Cauldron, I then got Impending Danger.

Seems that this quest has been renamed or repurposed. As of 7.2 it's now a Monk order hall campaign quest, 2nd in line of

4.Storm BrewWhich tbh is a bit of a gip from Blizzard, they send us to Halls, then out for a champion quest, then back in again.

Description
Our scouts have sighted a fel command ship looming on the horizon, Grandmaster. It appears to be headed on a collision course with the Wandering Isle. We should prepare our troops for the worst case situation - an all out attack. In the meantime, let us send our champions ahead to try and divert the Legion ship's attention.

Grandmaster, the Legion is attacking the Wandering Isle! We sent defenders up to the Ridge of Laughing Winds, but they can't hold for long. Our only chance is to finish making the Storm Brew. Chen and Aegira have already gone up to the Chamber of Whispers, but they are under heavy attack as well.
