You actually need to go down to the Main deck of the ship, then turn around and walk through a little doorway to a section underneath the quest giver (there are no enemy mobs here).
You will in turn find a survivor to speak to (the ? on your minimap).
If you start getting attacked by Twilight, you have gone into the belly of the ship and have gone to far.

apparently the guys at Blizz don't know a thing about ships LOL, the room with the ship's wheel would be considered the helm, not the captain or admirals cabin. I kept going back to the room that looks like it would be his room, you know, the one with the table and chairs, maps, decorations and bottle of rum ;) the room that looks like it could be a cabin, silly me!

To find the admiral's cabin, go to the main deck. Turn to face the area underneath the questgiver, facing the huge wall of lighted yellow glass/windows. Go through the little door there. To your left, up the first little flight of stairs, is First Mate Moody, to whom you turn in the quest and receive another, in which you find a bottle of whiskey and a rope.
And as Wowpaf said above, the bottle and rope are just outside. You'll see them sparkling on the main deck, so it's very quick and easy to do.
