TheWoWDBIf Grimla and the others don’t phase back in after you exit the car and they don’t return, try going into the Incontinental Hotel (it’s just to the right of the car) and then coming back out. That worked for me, and Grimla reappeared so I could finish the quest. Hopefully, it helps!

I've tried both, the suggested hotel fix and the relog and neither worked. I had to abbandon the quest and start it again. Not a biggie just a tad annoying.
Grimla didn't appear for me. I tried running around a bit (including going to the hotel, etc.) to see if I could trigger her to phase, but it didn't work. Logging out and then logging back in fixed it for me.

Description
Next stop, Tailgate Park. Bilgewater Cartel used to be in charge there, but Gallywix had other plans. Now the Darkfuse act like they own the place and the Bilgewater... Well, they do the best they can. I'm not sure who runs it now, if anyone does.
