You will have to party sync if you want to get this quest on the character on your warband that completed the campaign first, and you may also have to first complete the Isle of Dorn campaign until Into the Deeps on the party syncing alt, otherwise [npc=212592] might not show up.

This is the breadcrumb for the Ringing Deeps from Brann. Weirdly enough, you are able to do the other quests (at least Isle of Dorn) in party sync if you've already done the zone, but this one doesn't: Brinthe is simply not spawning.

What to do
Description
Speaker Brinthe has gone to The Ringing Deeps to see how the Machine Speakers have fared while she was away. She has asked for adventurers to join her at the bottom of the Coreway.

I was able to party sync and complete this quest to my main by first completing the Isle of Dorn campaign on my alt, and then partysyncing and getting the quest from the scouting map. After that Brinthe showed up.
