You HAVE to do the "Stabilizing Suramar" quest which requires you to do 10 world quests although wowhead doesn't link that quest as part of the chain... You won't get the followup "Eating before the meeting" to start the chain: "An elven Problem" before doing this. Hope i could help cutting 3 hours of research! glhf

the army will be waiting very patiently while you grind to exalted and reach this point in the questline. despite having not yet entered the city the Kirin Tor will also have agents inside before you do this quest too!

Description
I am glad you are here, {name}. This... Khadgar, the archmage who found my message, has called a meeting. He wishes to meet us at the entrance to the city as soon as possible. Will you accompany me? I have the strangest feeling that he will not be alone.
