This is what you need to do:
-Get the box from the Trog Area earlier in the lake.
-Go where the Elite Ogre Bodyguards are and use the box and stand in the water.
-If you get too close to where they attack you, run away and don't kill anything.
-When you see the shouted red text "Here she comes boss" wait and don't move until you get credit. You will also get a buff called "submerged" when this happens, but all you need to do is wait for the shout and stay put.That is all you need to do.
People running around, too close or attacking the bodyguards will ruin the quest and you need to back up and come close again until you get the "Here she comes boss" message."

I had trouble with this quest on an alt I was levelling. No matter what I did the cut-scene would not play and none of the advice I could find here seemed to help. Then I noticed a Mercurial Ooze was stuck in the wall of the tent behind the bodyguards. I killed it (it constantly evades so you need to burst it down fairly quickly) and what do you know, the quest started working straight away. I've since come back on another alt and found the same thing, Ooze stuck in the tent and the quest isn't working. Killed the Ooze and once again the quest starts working.
Hope this saves someone some frustration!

What to do
Description
The troggs in Deepholm have proven to be every bit as hostile as the ones in Azeroth. Yet perhaps their presence will prove useful to our efforts. The crates they use for trawling through the mercury will conceal you perfectly if you submerge yourself beneath the marsh. Use it to approach the Twilight's Hammer camp in the eastern end of the Upper Silvermarsh undetected.
