TheWoWDBHey same happened to me, "do not meet the requirements". I even did the quests in Crimson Expanse and came back here but still couldn't pick up the quets. The key is that you don't get the quest from him below the dragon, but in his original spot at 40.0, 19.3 ! You pick it up there and hand-in there. Afterwards he sends you to Therazane.

When I used mallet nothing seemed to happen, only later I found that the dragon was spawned relatively high above me, need to "mount" the stones flying around him and nuke/jump when stone is being destroyed. Not sure if this (event started without anything visible on ground) is normal, it's possible that someone else was already fighting her and I came in the middle.
This quest is kinda fun actually.
Once you hit the crystal, you have to look up and jump on the stones, and keep jumping until you get up to the top where she comes.
1. She does a flame jet attack, and it is aimed at the rock you are standing on, and after a certain amount of time, the rock falls.
2. You have to jump from rock to rock, in a sort of 'strafing' fashion.
3. If she hits you while you're on the rock, you do take a lot of damage.
4. It is super easy to solo if you jump to a different rock when she is about to shoot down the one you are on.
5. You don't take any damage if you avoid the flame jet.
6. She is 'defeated' (read: surrenders) at like 15% or 20% HP. You collect your reward, and then you get to laugh at anyone down on the ground who can't figure the quest out.
