For those of us who are stuck on this quest because of a bug, try these steps first if you're desperate to get off the island, and you can't wait for a GM.
First of all, the bug itself is described as the npcs not even showing up.

Just got done talking to a gm that has resolved the quest issue for me. He said everyone needs to put in a stuck ticket. He said some how my character was advanced like it had already been to Org and done things. He did something with the character and moved me to the point of getting the quest from Thrall.My character picked up an additional quest some time around the warchief's lookout, prior to shooting down the gnomeregan bomb planes.

hey guys i was having the same problem but you can use your hearthstone and it will take you to org and don't even need to finish the quest line.My hearthstone was set to the Warchief's Lookout, so it wasn't set in concrete thing.
I ended up asking for a warlock to summon me off the island.

I imagine this only allowed me to leave because our characters are flagged as in Orgrimmar. I'm glad something worked, if not the hearthstone. I'm out. Gawd that felt amazing.

Sassy's over at the Slave Pits. She's there with the orcs getting ready to execute the final play on the Trade Prince. {name}, take the footbomb uniform up the road to the southwest and find her. I know she's going to want you to lead the charge! Ack, I'm starting to talk like the coach now!

We really don't have time to rescue those that are incompetent enough to get themselves captured over and over. Still, since I have some extra rockets leftover, this problem should be a snap. Take these single-stage booster rockets down into the Slave Pits to the north and put them on the cages.
