I completed this quest in about 2 minutes - an easy way to find the blades is to /tar Knight of the Ebon Blade. The blades are always located next to the corpse of a fallen knight.

If you can't find the quest giver, it's probably because you're under the bridge. Watching the video linked here helped me. There are some sword's laying on the bridge. There is a patrolling elite in the area.
