- Her robes are east underneath the pagoda next to the building where the quest is obtained

As a mage I was able to polymorph the NPC's and remain in the nightborne form to avoid them casting their stealth detection. Unfortunately there were two on the boat so I killed those(shortly CCing and running or casting vanish/invisibility is another option).
There's a LOT of NPC's and they all seem to be able to bust stealth/disguises. To top it all off they hit fairly hard so I'd be wary on running in unprepared!
