Unsure if currently bugged, or something else that I'm missing, but unable to actually use the ability to complete the quest, therefore putting a halt to any further progression in the area. Any attempt to use the ability results in "you can't do that yet" no matter how much health the npc or any other mob tested on has.

Kee-La kept despawning for me which I did not expect, I had to abandon the quest a few times until I managed to hit her as soon as she turned into a neutral mob. Then I was able to use Touch of Death without an error message.
